This is an especially sharp and high class hardness Japanese knife blade, using core blade blue-1 steel from Yasuki hagane, which is reputed to be the top grade of steel for knives.
The knife is double edged blade version of the single edged Takobiki- Sashimi knife famously used for preparing sushi, sliced a fish, also serves as regular Sujihiki knives.
